Honduras designates MS-13, Barrio 18, and Cártel del Diablo as terrorist groups

Honduras has officially designated the Mara Salvatrucha (MS-13), Barrio 18, and the Cártel del Diablo as terrorist organizations. The decision, approved by the National Council of Defense and Security, provides authorities with enhanced legal and operational tools to combat organized crime and narcotics trafficking.

This new classification facilitates easier arrests and interventions, while establishing specialized legal treatment for individuals prosecuted for crimes linked to these groups. The Cártel del Diablo operates primarily in the Yoro department, while MS-13 and Barrio 18 maintain a historical presence across Central America.

The United States has expressed support for the measure. Juan Pablo Segura, the Assistant Secretary of State for Western Hemisphere Affairs, stated that these criminal groups represent a “direct threat to the peace, security, and prosperity of our hemisphere.” He noted that the designation could assist Honduras in combating criminal financing and strengthen regional cooperation and border protection efforts.
