Honduras approves strict prison reforms for designated terrorist groups

The Honduran National Congress has unanimously approved a series of sweeping legal reforms to combat criminal organizations, following a designation by the National Defense and Security Council that three criminal groups are terrorist organizations.

The new legislation, which includes modifications to the Penal Code and the Criminal Procedure Code, establishes a strict special detention regime for members of these groups and high-risk gang members. Key provisions include mandatory placement in maximum-security facilities with individual isolation, even for those awaiting trial. The reforms also eliminate the possibility of alternative or substitute measures for these detainees and mandate that arrests be considered flagrant even if the individual is not caught in the act of a crime.

To prevent criminal coordination from within prisons, the law imposes severe restrictions on communications and visits. This includes the use of advanced technology to interfere with cellular and satellite phone signals, supervised legal meetings, and highly restricted family visits that must be conducted without physical contact. Additionally, the government plans to appoint specialized judges to handle cases involving terrorist organizations and intends to implement a purge of justice operators potentially linked to these structures.
