Honduras faces fiscal concerns over national budget and electoral costs

In Honduras, concerns are rising regarding national fiscal management and the potential costs of electoral reforms. Eduardo Facussé, former president of the Honduran Council of Private Enterprise (Cohep), has criticized the proposed 2027 General Budget of approximately 457 billion lempiras. Facussé argued that the budget does not reflect the state's financial reality, noting that budget execution stood at only 52% as of August. He specifically highlighted the financial losses of the National Electric Energy Company (ENEE), describing the failure of state branches to cover their energy costs as a “robbery” against the country.

Separately, Eduardo Fuentes, a counselor for the National Electoral Council (CNE), warned that the country lacks the financial capacity to implement a presidential runoff system. He estimated that a second round of voting could cost up to 4 billion lempiras, a figure comparable to the cost of general elections due to the logistical and personnel requirements. Fuentes questioned the utility of such a mechanism given the changing political landscape and the existing lack of trust in narrow electoral results.
