Honduras gang structures and youth violence under scrutiny

A report from the United Kingdom’s Home Office has detailed the internal hierarchy of gangs in Honduras, specifically examining the structure of the Mara Salvatrucha (MS-13). The document identifies seven distinct roles within these criminal organizations, ranging from 'banderas'—children as young as 10 used as lookouts—to 'gatilleros' (hitmen) and older administrators. The report highlights that recruitment heavily targets minors between 12 and 17, though some children as young as six are reportedly used for surveillance and extortion.

In response to rising violence, the Director of the National Police, Rigoberto Oseguera Mass, has called for decisive action regarding the involvement of youth in violent crimes. Oseguera has advocated for discussions on reducing the age of criminal responsibility in Honduras. Additionally, authorities are evaluating plans for a new 'ultra-maximum security' prison in Santa Bárbara, designed to house over 1,000 inmates, including those linked to terrorist associations, to strengthen the country’s criminal policy and security infrastructure.
