Honduras PGR files treason charges over ZEDE Próspera appointments
The Attorney General's Office (PGR) of Honduras has filed criminal charges against Jorge Constantino Colindres Castillo and Alberto A. Hernández Franks for alleged treason to the fatherland and usurpation of public functions.
The legal action follows a ruling by the Constitutional Chamber of the Supreme Court of Justice, which declared the constitutional reforms and legislation establishing Economic and Employment Development Zones (ZEDE) and the Committee for the Adoption of Best Practices (CAMP) unconstitutional, with retroactive effect.
The PGR asserts that because of this ruling, all appointments and actions derived from the CAMP lack legal validity. Specifically, the complaint alleges that Colindres Castillo continued to act as a technical secretary and, on September 15, swore in Hernández Franks as 'Civil Prosecutor' for ZEDE Próspera. The PGR maintains that the powers attributed to this role—including tax collection, jurisdictional duties, and maintaining public order—are reserved exclusively for the State's official powers.
