Honduras proposes depoliticized voting tables as Peru eyes PASO primaries

In Honduras, former CNE adviser Flavio Nájera disclosed a reform that would redesign the voting tables (Juntas Receptoras de Votos). The plan cuts each table’s membership from ten to four—president, secretary, scrutineer and substitute—and selects members by lottery from registered citizens a year before elections, with training and eligibility checks by the National Electoral Council (CNE). The aim is to eliminate party‑affiliated representatives and give the CNE full responsibility for the electoral process.

In Peru, following a presidential runoff decided by a margin of only about 40,000 votes and a first round that featured an unprecedented 36 candidates, former Secretary General of the National Jury of Elections, Alexandra Marallano, urged the reintroduction of the PASO system (open, simultaneous, mandatory primaries). She argues that PASO would curb candidate fragmentation and strengthen the legitimacy of future elections, provided there is sufficient political will to implement the measure.
