Honduras reforms RNP law to identify minors and register overseas deaths

The Honduran Congress approved decree 62‑2004, amending the National Registry of Persons (RNP) law to make official identification mandatory for children and adolescents aged 6 to 17. The reform creates the DINNA (Documento de Identificación de Niñas, Niños y Adolescentes) ID card, guarantees legal recognition and full access to fundamental rights, and allows a legally‑authorized third party to collect the DNI on behalf of the holder.

The amendment also adds article 72 A, enabling the registration of deaths of Honduran citizens that occur abroad. Consular or diplomatic agents can submit the necessary certification, after which the permanent commission of the RNP incorporates the record into the civil registry of the deceased’s municipality. The changes aim to reduce birth under‑registration, improve health and education access, and simplify procedures for families of the diaspora. Deputy Tania Pinto presented the reforms, and pilot data collection began in the Central District and San Pedro Sula, supported by the RNP Mobile app for parental data confirmation.
