Hong Kong announces first Five-Year Plan for 2026-2030

Hong Kong Chief Executive John Lee has announced the HKSAR’s first Five-Year Plan for Economic and Social Development, covering the period from 2026 to 2030. This marks a significant shift from the city’s traditional laissez-faire economic model toward a more planned approach aimed at aligning with mainland China’s development strategies.

A central focus of the plan is the integration of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). The government intends to strengthen technological innovation and promote both ‘hard connectivity’ through infrastructure and ‘soft connectivity’ by aligning regional rules and mechanisms. Key infrastructure projects include the Northern Link Project and the Hong Kong-Shenzhen Western Rail Link, which are targeted for commissioning in 2034 and 2035.

The plan also emphasizes the development of major cooperation platforms such as Qianhai, Nansha, Hengqin, and the Hetao Shenzhen-Hong Kong Cooperation Zone. These initiatives are designed to foster synergistic development and promote green transformation to maintain Hong Kong’s competitiveness in a global context.
