Hong Kong anti-corruption agency prosecutes FEHD officer for wrongful ticketing

The Independent Commission Against Corruption (ICAC) has charged a 41‑year‑old Food and Environmental Hygiene Department (FEHD) senior officer, Lo Kwok, with five counts of misconduct in public office. The officer is accused of issuing fixed‑penalty notices to five citizens who had not littered between December 2023 and February 2024, leading to unlawful fines, court‑issued warrants and the arrest of one individual. Lo was released on bail and is scheduled to appear at West Kowloon Magistrates’ Court on 6 May.

In a separate case, 38‑year‑old security guard Lin Kwok‑Wai was convicted for inciting voters to cast blank ballots during the 2025 Legislative Council election. Lin posted comments on a Facebook page urging people to “vote white, don’t register as voters.” The West Kowloon Magistrates’ Court sentenced him to two months’ imprisonment, suspended for three years’ probation, noting the short duration of the offence and the relatively mild language used.

Both prosecutions illustrate Hong Kong’s enforcement of anti‑corruption measures and election‑related offences.
