Hong Kong billionaire wealth rises amid China's tax crackdown
Hong Kong remains a major hub for Asian billionaires, according to the Billionaire Census 2026 by Altrata. While the number of billionaires in the city decreased by two to 106 in 2025, their total wealth rose to $319 billion. This trend highlights a divergence between the quantity of ultra-high-net-worth individuals and their aggregate wealth. Hong Kong currently ranks second globally for billionaire population, trailing only New York.
Simultaneously, China is intensifying its tax enforcement on private wealth and offshore assets. During a national taxation work conference in Beijing, the State Taxation Administration, represented by commissioner Hu Jinglin, outlined priorities for 2026 including digital administration, targeted inspections, and stronger risk management. This crackdown is increasing pressure on family offices and wealthy households regarding succession planning, investment commitments, and capital availability. While officials have been instructed to avoid excessive fee collection, the shift toward more rigorous compliance is creating uncertainty for founders and investors managing large industrial empires.
