Hong Kong brokerages restrict mainland investors to stem capital outflow

Hong Kong brokerages are increasingly implementing restrictions on mainland Chinese investors to prevent capital outflows, following an enforcement plan from Chinese regulatory agencies. Under these new rules, mainland investors accessing Hong Kong accounts via mainland IP addresses are restricted to selling existing holdings and withdrawing funds; they are prohibited from depositing new capital or purchasing additional stocks.

Several firms, including Xingzheng International and Guotai Junan International, have already begun enforcing these curbs, with Orient Financial Holdings expected to follow in October. The measures align with a broader effort by the China Securities Regulatory Commission to ensure investors use approved channels, such as Stock Connect and the Qualified Domestic Institutional Investor scheme, rather than utilizing foreign-exchange allowances for unauthorized overseas securities investments.

While some firms like China Merchants Securities International and Huatai International continue to allow normal buying activities, the trend reflects a tightening regulatory environment for offshore trading services facing mainland residents.
