Hong Kong completes first pilot batch of IP financing sandbox approvals
The Hong Kong Monetary Authority (HKMA) has announced the completion of the first batch of pilot financing approvals under its Intellectual Property (IP) Financing Sandbox. Participating banks approved seven cases across industries including electronics, construction, toy manufacturing, and medical devices, with loan amounts ranging from HK$1 million to HK$39 million. These funds are intended for daily operations, business expansion, and marketing.
The sandbox, launched in December 2025 in collaboration with the Commerce and Economic Development Bureau and the Intellectual Property Department, allows banks to use professional IP valuation reports to determine credit limits and interest rates. This initiative aims to enhance financing capabilities for small and medium-sized enterprises (SMEs) that possess significant intangible assets.
Addressing challenges in the sector, the Hong Kong Young Industrialists Association is launching a 12-month research project to produce an IP financing guide by June next year. The project seeks to address difficulties such as complex valuations, lack of market benchmarks, and limited banking expertise in IP assessment. Experts noted that while IP financing typically follows paths of collateralized loans, equity financing, or securitization, Hong Kong currently faces a deficit in IP trade and a need for improved risk awareness compared to more mature markets like the US and mainland China.
