Hong Kong considers merging elderly welfare cards

The Hong Kong Labour and Welfare Bureau is researching a plan to merge the ‘JoyYou Card’ and the ‘Senior Citizen Pass’ into a single integrated card. This initiative aims to address the challenges posed by Hong Kong’s aging population, which is projected to reach 36% of the total population by 2046.

Currently, the two-card system requires residents aged 60 to 64 to apply for the JoyYou Card for transport discounts, and then re-apply for the Senior Citizen Pass upon turning 65 to access various government and merchant benefits. This dual-card structure has been noted for causing administrative redundancy and inconvenience for seniors, who may struggle with multiple cards, complex application processes, and the risk of losing documents.

By consolidating these services into one card, the government aims to improve administrative efficiency, reduce operational costs, and simplify data management. The move is also expected to stimulate the ‘silver economy’ by making it easier for elderly citizens to participate in social activities, travel, and consumer spending, thereby fostering a more inclusive and age-friendly city.
