Hong Kong evaluates relaunch of public housing purchase scheme

The Hong Kong government is conducting in-depth research into the potential relaunch of the ‘Tenant Purchase Scheme’ as part of upcoming policy discussions. Housing Bureau Secretary Ho Wing-yin has expressed an open but cautious stance toward the initiative.

Residents' attitudes toward purchasing their current public housing units are divided. Some tenants are interested in securing long-term housing for their families, while others express concerns regarding high purchase prices, aging estate environments, and the significant financial burden of maintenance. Some existing owners have reported that monthly expenses, including mortgage payments, management fees, and insurance, have significantly increased, leading to regret over losing rent subsidies.

Legislators and community groups have raised several recommendations to address these challenges. Proposals include ensuring purchase prices are affordable—suggesting mortgage payments should not exceed 25% of household income—and implementing a ‘repair before sale’ policy. There are also calls for long-term financial support mechanisms, such as dedicated maintenance reserves or interest subsidies, to manage the costs associated with aging estates.
