Hong Kong explores RMB payments amid HKD exchange rate fluctuations

Hong Kong officials are addressing shifts in the city's monetary landscape, focusing on both the use of Renminbi (RMB) and the stability of the Hong Kong dollar. Financial Secretary Christopher Hui stated that the government is exploring scenarios to use RMB for expenditures, such as infrastructure procurement in mainland China or paying for training and water supplies. He emphasized that while the government seeks to utilize RMB holdings more effectively, the Hong Kong dollar remains the primary currency for government spending, and the linked exchange rate system will remain unaffected.

To strengthen Hong Kong's status as an offshore RMB hub, the Hong Kong Monetary Authority (HKMA) is discussing optimized currency swap arrangements and plans to introduce a 7-day offshore RMB liquidity tender mechanism. Additionally, the Hong Kong Exchanges and Clearing (HKEX) will launch an offshore RMB bond index.

Separately, HKMA Chief Eddie Yue addressed the recent weakness of the Hong Kong dollar, which has approached the 7.85 weak-side convertibility undertaking. Yue attributed the depreciation to widening interest rate differentials between the Hong Kong dollar and the US dollar, which has triggered carry trades, as well as reduced demand for the local currency following a slowdown in stock market activity and the conclusion of dividend payout seasons.
