Hong Kong implements first five-year plan to guide strategic direction
Hong Kong has introduced its first five-year plan to provide long-term strategic direction and foresight for the city's development. Officials emphasized that the plan is designed to complement the annual policy address, with the former setting long-term targets and the latter providing specific measures to achieve them.
Addressing concerns regarding the city's economic model, officials clarified that the plan will respect the free market and preserve Hong Kong's capitalist system. The framework aims to maintain the city's international status, the rule of law, and the free movement of capital, people, goods, and information under the ‘one country, two systems’ principle.
The plan includes 22 major indicators, of which five are mandatory performance targets—primarily related to environmental protections and the Paris Agreement—while the remainder serve as aspirational goals to guide development. The government intends to use policy and financial guidance to drive regional development, such as the Northern Metropolis, without resorting to a planned economy.
