Hong Kong releases first Five-Year Plan for 2026–2030
The Hong Kong Special Administrative Region has officially released its first Five-Year Plan (2026–2030), marking a strategic shift toward aligning local development with China’s national strategies. The plan aims to transition Hong Kong from a period of stability into a phase of high-quality growth by integrating more closely with the mainland and the Greater Bay Area.
A primary focus of the plan is industrial upgrading, moving traditional sectors like finance, trade, and logistics toward knowledge-based and high-tech models. The government intends to foster new growth drivers through innovation and technology, leveraging mainland resources to mitigate international technological constraints. The plan also emphasizes Hong Kong’s role as an international hub for professional services, legal affairs, and shipping within the Belt and Road Initiative.
Regarding social welfare, the plan sets specific quantitative targets to improve livelihoods. These include addressing housing issues by essentially eliminating substandard subdivided flats by 2030, expanding public hospital bed capacity to approximately 35,000 by 2031, and ensuring one million people benefit from district health centers within five years. The document serves as a long-term guiding framework that will direct the content and implementation of future annual Policy Addresses.
