Hong Kong reviews mobile library services after low usage

The Hong Kong Complaints Commissioner, Chan Jizhi, announced a proactive investigation into the Leisure and Cultural Services Department's (LCSD) mobile libraries, "Joy" mobile libraries and self‑service library stations. The probe follows reports that usage varies widely, with some service points receiving only a few dozen visitors a year while others attract thousands, and that mobile libraries sometimes suspend service.

Legislator and Hong Kong Publishing Federation president Lee Ka‑chu also urged the LCSD to optimise library layout using data analytics, increase the number of self‑service stations, and create greater reading demand, citing mainland examples such as Shenzhen's extensive network of libraries and over 300 self‑service stations. The investigation will examine planning, maintenance, technology integration, promotion and may recommend improvements to better serve different community groups and promote reading culture.
