Hong Kong subdivided unit registration exceeds expectations

Hong Kong's simplified housing registration scheme has seen higher-than-expected participation in its first six months. Since the program launched on March 1, authorities have received over 70,000 applications for subdivided units, involving approximately 20,000 residential units. This represents more than 60% of the city's estimated 110,000 subdivided units.

If the government's estimate of 80,000 units continuing to operate under the new system is accurate, the registration rate would approach 90%. Housing Bureau Secretary Ho Wing-yin noted a significant increase in applications during August, attributed to early-bird incentives. To date, 120 subdivided units have also submitted applications for formal certification.

The policy aims to phase out substandard living conditions through a structured transition period. The system includes a one-year registration period and a three-year grace period to prevent market volatility or sudden mass exits of landlords. Owners who fail to register or obtain certification by March 1, 2027, will be prohibited from legally renting out their units. The government is utilizing a combination of public housing supply, rent control, and these new minimum living standards to address grassroots housing issues.
