Hong Kong unveils first Five-Year Plan for 2026–2030 FAST-MOVING
Hong Kong Chief Executive John Lee has unveiled the city’s first Five-Year Plan for Economic and Social Development (2026–2030). The strategic blueprint aims to transition the region from stability to prosperity by focusing on high-quality development, technological innovation, and improved social well-being.
Key objectives include accelerating the development of the Northern Metropolis to create a new growth engine and strengthening Hong Kong’s position as an international education and technology hub. The plan targets increasing local innovation expenditure from 1.63% of GDP to 3% after 2030 and aims to increase research postgraduate places by approximately 30 per cent.
In terms of finance and infrastructure, the government intends to promote the use of Renminbi (RMB) for government payments in suitable scenarios and expand its role as an offshore RMB hub. Additionally, the plan supports the expansion of autonomous driving, with Baidu expressing intent to apply for commercial operations in the city. The government also plans to launch a central clearing and settlement system for gold in early 2027.
