Hong Kong unveils ten-year housing blueprint and fertility incentives

Hong Kong has unveiled a ten-year housing supply blueprint establishing a supply ratio of 4:3:3 for public rental housing, subsidized sale flats, and private housing, respectively. Housing Secretary He Wing-yin noted that this ratio aims to maintain the current homeownership rate of approximately 60%, with potential for increasing the proportion of subsidized housing if supported by the public.

To address low birth rates, the government is introducing measures to ease the housing burden for young families. Starting from the next Home Ownership Scheme sale, non-Green Form applicants with newborn babies will benefit from increased mortgage financing, rising from 90% to 95%. Additionally, eligible families purchasing property within a specific timeframe of childbirth can receive up to HK$20,000 in stamp duty concessions.

Other fertility incentives include extending the HK$20,000 newborn baby bonus for three years, with the bonus for the second or subsequent child increasing to HK$30,000. Tax allowances for the second and subsequent children will also rise from HK$140,000 to HK$160,000 starting from the 2026/27 tax year.
