Hongkong Post to offer two-year contracts instead of permanent roles

Hongkong Post has announced it will not issue permanent civil service appointments to approximately 200 postmen and postal assistants completing their probation in September. Instead, these employees will be offered two-year contract terms.

The department cited falling mail volumes and rising labor costs as the primary reasons for the decision. The affected cohort represents roughly 5 percent of the total workforce. Under the new arrangement, staff will continue to receive civil service benefits, including eligibility for pay scale increases and mandatory provident fund contributions, along with a 15 percent gratuity upon completion of the contract.

The Hong Kong Postal Workers Union noted that the plan was discussed during a departmental consultative committee meeting. The department stated it will revisit hiring strategies once its future direction is more clearly established, following recent financial scrutiny and a HK$4.6 billion injection into the service.
