HoREA proposes expanding rental housing supply via private sector
The Ho Chi Minh City Real Estate Association (HoREA) has proposed expanding the rental housing supply by encouraging greater participation from the private sector. Currently, rental housing is becoming a long-term necessity for workers, students, and households unable to afford homeownership.
HoREA suggests a shift in policy from requiring tenants to prove they are “facing housing difficulties” to simply identifying those with a “need to rent.” Under this proposal, if demand exceeds supply, priority would be given to specific groups, including people with meritorious service, the disabled, the elderly, students, and families facing relocation. This approach aims to reduce administrative procedures and foster a more stable, long-term rental market in alignment with draft amendments to the Law on Housing.
