HoREA proposes residency requirements for social housing

The Ho Chi Minh City Real Estate Association (HoREA) has proposed reintroducing residency requirements for individuals seeking to purchase, lease, or buy social housing. This proposal aims to ensure that social housing policies reach the intended local beneficiaries and to improve management efficiency.

HoREA Chairman Le Hoang Chau noted that while the 2023 Housing Law and its subsequent drafts focus on income and housing status, they no longer mandate residency conditions as the 2014 Law did. The removal of these requirements has led to a surge in applicants from other provinces. For example, a project in Ho Chi Minh City with only 1,025 social housing units has seen over 12,000 applicants, many of whom reside in different localities, complicating the selection and allocation process.
