Hospital safety risks and corruption investigations reported in Mexico and Paraguay

In Mexico, Deputy Gabriela Félix has called for the closure of the “Dr. Fernando Ocaranza” ISSSTE hospital in Hermosillo, Sonora, due to significant safety concerns. Transparency requests revealed that authorities lack updated documentation regarding structural integrity, collapse risks, or civil protection compliance. Furthermore, budget records show zero pesos allocated for infrastructure maintenance and equipment for the years 2025 and 2026, following a reduction in spending in 2024.

In Paraguay, the Public Ministry is investigating the Instituto de Previsión Social (IPS) regarding a 61 billion guaraní contract with the company Neighpart Saeca. The investigation focuses on “ghost operating rooms” that were never completed despite the contract being signed six years ago. A recent site visit by prosecutors found that only climate control supplies had been delivered, and the seventh floor of the Central Hospital was found to be unable to support the weight of the intended modular surgical equipment. Nine individuals, including two former IPS presidents, face charges in connection with the case.
