House Democrats expand target list to include Texas 23rd District

The Democratic Congressional Campaign Committee (DCCC) has expanded its strategic targets for upcoming elections, adding Texas’ 23rd Congressional District to its “Districts in Play” list. The district, which spans from San Antonio into West Texas and includes portions of the Texas-Mexico border, has been held by Republicans since 2015. The Democratic nominee for the seat is San Antonio attorney Katy Padilla Stout, who will face Republican nominee Brandon Herrera.

This move is part of a broader effort by House Democrats to target 12 additional Republican-held districts, bringing their total target list to 58 seats. The expansion includes districts that supported Donald Trump in 2024, stretching across the Sun Belt, Midwest, and South. Democrats aim to capitalize on economic and immigration debates to flip these seats and regain control of the House.

In Texas, the National Republican Congressional Committee is simultaneously targeting five seats redrawn by the state legislature. Meanwhile, the DCCC is focusing on three majority-Hispanic districts in South Texas, including the 15th and 35th Congressional Districts.
