House GOP leaders struggle with party discipline and agenda enforcement

House Republican leaders have struggled to enforce party discipline compared to Democratic leadership. Under Speaker Mike Johnson, nine rules votes have failed, whereas no rules votes failed during former Speaker Nancy Pelosi’s tenure.

Reports indicate that GOP leadership has not fully utilized its power to advance the ‘America First’ agenda, specifically regarding spending cuts, the codification of immigration executive orders, or banning automated surveillance technologies like Flock Safety cameras. While some members have introduced legislation to restrict such cameras, no bills have been introduced to ban them outright. Additionally, a $95 billion reconciliation package was passed without including spending cuts, even as the national debt surpassed $40 trillion in August.

Internal pressure has been noted from members such as Representative Chip Roy, who has urged colleagues to codify executive orders. The current state of leadership power is noted to have been impacted by concessions made by former Speaker Kevin McCarthy to the House Freedom Caucus during his election process.
