Housing experts debate effectiveness of Germany's construction turbo

Experts and policymakers gathered at the 6th Construction Industry Day in Buxtehude to discuss the effectiveness of the announced ‘construction turbo’ in revitalizing the stagnating housing market. Participants from politics, real estate, and academia addressed critical hurdles including high costs, bureaucratic delays, and the need for more affordable living spaces.

Grant Hendrik Tonne, Lower Saxony's Minister for Economic, Transport, and Construction Affairs, emphasized that creating housing remains a vital task for municipalities and the economy. However, Professor Dr. Thomas Beyerle from Hochschule Biberach warned that while tools like ‘deemed approval’ could help, progress might be limited by staff shortages in authorities, varying state regulations, and legal challenges.

To address the shortage, experts suggested a stronger focus on renovating and developing existing buildings rather than relying solely on new construction. Dr. Olaf Joachim, State Secretary at the Federal Ministry for Housing, Urban Development and Building, also presented political instruments aimed at accelerating planning and permit processes.
