Hrvatske autoceste cancels tender for Crolibertas tolling system
Croatia’s transition to the Crolibertas electronic motorway tolling system faces potential delays following the cancellation of a critical tender by Hrvatske autoceste (HAC). The cancelled procurement was intended to develop essential digital components, including a sales web portal, a mobile application, and an integrated data exchange platform.
HAC determined that none of the three submitted bids were valid. One bidder, Zagreb-based Abysalto, was rejected because its €379,000 proposal exceeded the estimated procurement value of €330,000. This setback follows a previous challenge in July when the State Commission for the Supervision of Public Procurement Procedures annulled an earlier award decision.
The Crolibertas project aims to replace traditional toll booths with an automated system using electronic gantries, cameras, and license plate recognition. The total project is valued at €160.5 million, with a main contract of nearly €80 million awarded to a SkyToll and TollNet joint venture. While over 100 gantries have already been installed, the software and data integration delays threaten the legally mandated implementation date of March 1, 2027.
