Hsu Hsin-ying proposes three childcare support policies
Legislator and Kuomintang Hsinchu County mayoral candidate Hsu Hsin-ying has proposed three major childcare support policies aimed at improving working conditions for frontline caregivers. Speaking at a Hsinchu County Government event honoring childcare workers, Hsu emphasized that caregivers must be properly supported to ensure children receive quality care.
The proposed policies include:
1. Legalizing relative-based childcare: Hsu aims to amend the ‘Protection of Children and Youths Welfare and Rights Act’ to ensure professional caregivers who care for relatives within the third degree of kinship can receive the same government subsidies as others, removing current regulatory blind spots.
2. Improving wages and retention: Hsu advocates for legislative changes to establish reasonable salary structures and long-term retention mechanisms.
3. Establishing employment security systems: This includes creating diverse employment incentive programs for home-based caregivers, implementing rest mechanisms, and providing replacement manpower solutions to prevent the exploitation of frontline staff during the expansion of flexible childcare services.
