Binance restricts transactions with 16 crypto platforms including HTX

Binance has announced a phased restriction on transactions involving 16 cryptocurrency service providers, including major exchanges HTX and EXMO. The move is driven by international sanctions compliance, specifically mirroring the European Union’s 21st sanctions package against Russia and recent US Treasury designations targeting networks associated with Iran.

The restrictions are being implemented in stages throughout August 2026. Earlier cutoffs included Shelbit and Aban Tether Exchange on August 7, followed by A7 Nigeria, A7 Africa, and PilotFinance Ltd on August 13. A larger group, including HTX, EXMO, Rapira, and several others, is scheduled for restriction starting August 23. Binance warned that transactions with these entities may be held for compliance review and could lead to frozen funds.

Separately, HTX is currently in settlement talks with the UK’s Financial Conduct Authority (FCA). The regulator had sued the exchange for allegedly illegally promoting crypto services to UK consumers. The High Court has paused proceedings to allow both parties until late August to reach a resolution regarding the allegations of breaching financial promotion rules.
