Huancavelica Deputy proposes investigation into Colcabamba civilian deaths
Héctor Guillén Valencia, a deputy for Huancavelica, has submitted a motion to the Chamber of Deputies to establish an investigative commission regarding the deaths of five civilians in Colcabamba. The incident occurred during a military operation on April 25.
The proposed investigation aims to clarify the origin of the operation, the intelligence used, the chain of command, and the specific orders issued. It will also evaluate whether the use of force adhered to legal principles of necessity, reasonableness, and proportionality. Additionally, the commission will review the preservation of the crime scene, the handling of ballistic evidence, and the protocols used in the joint actions between the National Police and the Armed Forces.
Guillén stated that the goal is not to replace the Public Ministry or the Judiciary, but to ensure institutional responsibilities are identified and that the families of the victims receive truth and justice. The commission would have 180 business days to formulate legislative and public policy recommendations.
