Huelva Riega demands execution of Bocachanza II water works
The Huelva Irrigation Communities Association, Huelva Riega, has issued an urgent call to the Spanish government to finalize the pending procedures for the second revision protocol of the Albufeira Convention. The association is demanding the immediate execution of the Bocachanza II works to ensure the province of Huelva can utilize the 60 hm³ of water authorized under the agreement.
Huelva Riega highlighted a significant discrepancy in administrative speed between Spain and Portugal. While Portugal completed its parliamentary approval and official ratification of the agreement in September, the protocol in Spain remains pending final processing in the Senate, despite being authorized by the Congress in early September.
Technical limitations currently hinder water management. The existing Bocachanza I infrastructure lacks the necessary pumping power and regulation capacity to extract the large volumes of water required during favorable river conditions. Additionally, there is a deficit in storage capacity needed to reserve winter water for periods of peak demand.
