Human Rights Action urges civic education in Montenegro after racial harassment incident
The Human Rights Action (HRA) organization has called on Montenegro’s Ministry of Education, Science, and Innovation to implement mandatory civic education in primary and secondary schools. This demand follows a widely publicized incident where a tourist of Asian descent was racially harassed on a bus traveling from Kotor to Perast.
The HRA noted that the perpetrators were teenagers aged 14 to 16, highlighting a concerning lack of tolerance among youth. The organization warned that the incident, which gained significant international attention on social media, could damage the country’s reputation. HRA emphasized that the state must provide a systemic response to prejudices by ensuring children receive adequate education regarding human rights to prevent the normalization of discriminatory stereotypes.
