Human rights officials warn of sharp decline in Serbia

Council of Europe Human Rights Commissioner Michael O’Flaherty and UN Special Rapporteur Gina Romero have issued warnings regarding a “sharp decline” in human rights protections in Serbia. Speaking at an event in Geneva organized by the Belgrade Centre for Human Rights, officials highlighted a shrinking space for civic action and democratic participation.

Key concerns raised include the harassment of journalists, the use of SLAPP lawsuits against critical media, and a media market that favors pro-government outlets. O’Flaherty noted a lack of accountability for police violence against demonstrators and journalists, specifically citing the dismissal of allegations regarding the use of sonic weapons during a peaceful commemoration in March 2025, despite thousands of witnesses.

Furthermore, experts expressed alarm over the stigmatization of civil society organizations as “traitors” or “foreign agents,” which increases their risk of violence. Reports of spyware being used against activists, students, and journalists were also noted as significant threats to privacy and security.
