Houthis' Red Sea commercial ship attacks likely constitute war crimes
Human Rights Watch has reported that recent Houthi attacks on commercial vessels in the Red Sea and Gulf of Aden likely constitute war crimes in at least three documented instances. The organization asserts that the deliberate or reckless targeting of civilian crews violates international humanitarian law.
The escalation follows a July 20, 2026, announcement by the Houthi movement to impose a maritime embargo on Saudi Arabia, citing a retaliatory response to a Saudi-led blockade of Houthi-controlled regions in Yemen. Since this declaration, at least nine ships have been targeted, including vessels flying the flags of Saudi Arabia, Tanzania, and Dominica.
One of the most severe incidents occurred on August 11 in the Bab el-Mandeb Strait, involving the Tanzanian-flagged vessel Tihama. The attack resulted in six deaths, including four crew members and two Yemeni coast guards. While the Houthis claimed the ship was transporting military equipment, the Yemeni Ministry of Transport confirmed it was a commercial vessel carrying food supplies. Human Rights Watch noted that the Houthis have provided no evidence of military targets on the other commercial vessels targeted during this period.
