Humanitarian agencies refine disaster response strategies

Humanitarian organizations are shifting toward proactive disaster management to improve anticipation and recovery following major weather events. In the Caribbean, the World Food Programme (WFP) is implementing a strategy that utilizes data, forecasting, and joint planning with governments and private companies to distribute aid before disasters strike.

This approach follows the impact of Hurricane Melissa, a Category 5 cyclone that caused significant fatalities and displacement in Jamaica, Cuba, and Haiti. In Jamaica, efforts have focused on strengthening logistics, telecommunications, and financial protection mechanisms. In Cuba, agencies successfully pre-positioned food supplies near high-risk provinces to assist hundreds of thousands of people, reducing both response time and resource costs.

In Mexico, the national disaster drill held on September 19 incorporated animal evacuation for the first time. A collaboration between the Mexico City Secretariat for Integral Risk Management and Civil Protection (SGIRPC-CDMX) and the organization Humane World for Animals allowed families at the INFONAVIT Iztacalco housing complex to practice safe evacuations with their pets. The initiative included training on animal handling and the distribution of emergency kits containing essential supplies.
