Humppila municipality replaces two management roles with AI

The municipality of Humppila in Finland has implemented artificial intelligence to replace two high-level administrative positions, including the roles of administrative director and technical director. This move resulted in annual savings of approximately 150,000 euros.

The decision has led to legal and ethical complications. The former administrative director has appealed the dismissal to the administrative court and filed a criminal complaint regarding official misconduct. Additionally, the Deputy Ombudsman has launched an investigation to determine if the use of AI in this capacity violates fundamental rights or principles of good administration.

While some politicians previously suggested that AI could address massive gaps in public finances, this local case highlights the practical and legal difficulties of implementing such visions in the public sector.
