Hung Yen to provide monthly income support for poor households from 2027

Hung Yen province will implement a new income support policy for certain members of poor households who lack the ability to work and cannot independently escape poverty. According to Resolution No. 13/2026/NQ-HĐND, which takes effect on July 9, 2026, the support will be phased from 2027 to 2030.

Eligible recipients include individuals in poor households according to national multidimensional poverty standards who have no labor capacity and whose current monthly subsidies fall below the national poverty threshold. Specific groups include elderly people aged 60 and over meeting certain family criteria, individuals with a physical impairment rate of 81% or higher, people with critical or long-term illnesses, children, and students aged 16 to 22.

For the 2027–2030 period, the maximum monthly support is set at 2.2 million VND for those in rural areas and 2.8 million VND for those in urban areas. If an individual qualifies for multiple types of support, they will receive the highest applicable rate.
