Hungarian government discusses 2027 budget and climate law

The Hungarian government is holding an off-site session in Erdőbénye to discuss the 2027 budget and a new climate law. Finance Minister András Kármán stated that the Tisza administration intends to submit the budget law to Parliament much earlier than previous governments to allow for more concrete data-driven planning. A key component of the 2027 budget includes a significant increase in the minimum pension, raising it from 28,500 HUF to 120,000 HUF, alongside increases in orphan, disability, and elderly benefits, costing approximately 123 billion HUF.

Regarding environmental policy, the government is developing a climate law intended to serve as a national environmental “bible.” Minister László Gajdos emphasized that the legislation aims to prioritize water retention and the restoration of natural habitats in response to severe droughts and drying rivers.

In a related move to support the agricultural sector, the Ministry of Agriculture and Food has introduced a general “force majeure” exemption due to widespread drought. This measure ensures that farmers will not lose access to area- or animal-based subsidies—including BISS, CRISS, and various ecological programs—if they cannot meet specific requirements like soil cover or expected yields due to drought conditions. The Treasury will accept these failures officially without requiring individual investigations or additional proof from producers.
