Hungarian Government Distributes Over 160 Billion Forints via Secret Decrees, Faces 106 Billion Forint Fraud Probe

Transparency International Hungary revealed that the Orbán administration used undisclosed “2000‑series” government decrees to allocate more than 160 billion forints from the state treasury to several foundations linked to the ruling Fidesz party. The largest recipients were the Makovecz Campus Foundation (52 bn ft), the Jövő Nemzedék Földje Foundation headed by former minister János Lázár (27.2 bn ft), the Batthyány Lajos Foundation (9.8 bn ft), and the Kék Bolygó Climate Protection Foundation (5 bn ft). The decrees, while not classified, are not required to be published in the official gazette, keeping them hidden from public scrutiny.

Separately, the Prime Minister’s Office filed criminal complaints covering five cases with a combined alleged loss of 106 billion forints. The complaints allege overpricing and mismanagement in contracts for media monitoring (30.9 bn ft), data‑deletion services (≈40 bn ft), and other payments to civil NGOs and foundations between 2021 and 2026. The investigation highlights overlapping personnel between Fidesz‑aligned NGOs and government officials, raising concerns of fiscal abuse and potential criminal liability.
