Hungarian Minister Ruff Bálint summons extraordinary parliament session to amend laws for EU recovery plan

The Hungarian government submitted a proposal to modify several statutes to meet the European Union's Recovery and Resilience Plan "super‑milestones". The draft, presented by Minister Ruff Bálint, the head of the Prime Minister's Office, expands the Integrity Authority’s oversight of asset declarations, tightens penalties for non‑compliance, broadens procurement transparency, and amends criminal law to strengthen anti‑corruption measures.

Ruff Bálint called an extraordinary session of the National Assembly for the following Tuesday to debate five initiatives: the EU‑funds‑related legal changes, a temporary increase in urgent parliamentary procedures, a revamp of teacher performance‑evaluation legislation, a modification of the Hungary‑Slovakia hydrocarbon pipeline agreement, and harmonisation of selected financial‑sector laws. He warned that postponing these measures to the autumn legislative calendar would delay implementation and create legal uncertainty.

The session aims to secure the necessary legislative framework for accessing EU funds, ensure compliance with the recovery plan, and address cross‑border pipeline cooperation with Slovakia.
