Hungary considers reforms to bottle deposit system amid littering concerns

Hungarian politicians are debating potential changes to the national deposit return system for plastic, metal, and glass containers. While intended to promote environmental awareness, the system has faced criticism for creating unintended social and public order issues.

Critics note that the 50 forint incentive per container encourages individuals in poverty to scavenge through public trash bins. This has led to increased littering, as collectors often scatter other waste while searching for recyclable items. Reports suggest that the practice is drawing people from rural areas to Budapest to collect bottles discarded by tourists.

In Budapest's I. District, Tamás Soproni, the mayor of Terézváros, has proposed suspending the system, claiming it has created new problems since its introduction by MOHU MOL Hulladékgazdálkodási Zrt. Additionally, local representative Dániel Varga has raised concerns regarding public safety, suggesting that the income generated from scavenging can lead to increased drug and alcohol use among collectors, thereby impacting the perceived security of residents.
