Hungary faces potential EU funding disputes over Ukraine loan refusal

Hungary may face significant disputes with European Union member states following its decision to opt out of a proposed EUR 45 billion loan intended to support Ukraine’s financing needs in 2027. The EU plans to raise these funds on financial markets, backed by its common budget.

Hungary, along with Slovakia and the Czech Republic, is expected to remain outside this joint borrowing arrangement. This stance could impact upcoming negotiations for the EU’s 2028–2034 budget, which will determine the distribution of cohesion and agricultural funding.

Diplomats suggest that supporters of Ukraine may adopt a tougher position toward countries that decline to contribute. For instance, a German diplomat has questioned why German taxpayers should finance cohesion payments for nations that do not participate in collective efforts to support Ukraine’s security. This tension could complicate efforts to secure additional EU funding for Hungary, which is vital for infrastructure, regional development, and energy projects.
