Hungary Internet Hotline sees sharp rise in online child sexual abuse

The International Association of Internet Hotlines (INHOPE) 2025 report shows Hungary’s Internet Hotline (IH) examined 4,781,125 URLs suspected of child sexual abuse, a 450 % increase from the 1,055,210 flagged in 2024. Of these, 67 % (3,235,179 URLs) were confirmed illegal, and 1,356,009 new child‑exploitation items were identified, up 46 % year‑on‑year.

Victims are overwhelmingly young: 91 % are between 3 and 13 years old, and 98 % of the material depicts girls. The illegal content is most often hosted on Dutch servers (36 % of cases), with additional material on servers in the United States, Russia and Vietnam.

In 2025 the Hungarian IH received 2,575 reports, almost 80 % of which required concrete action. Reports came increasingly from children (125) and parents (81), and roughly half of child‑related reports concerned online sexual abuse. The IH examined 1,193 links linked to 831 reports; 53 % were confirmed child‑pornography, and 61 % involved children under 13.

The hotline also recorded a surge in other online fraud: phishing incidents hit a record 428 reports (17 % of all reports), including 99 fake web‑shop cases. Providers responded in 688 cases, with 55 % of actions taken within 1–3 days. Beyond enforcement, the IH delivered 60 outreach presentations in 2025, reaching about 5,500 people to raise digital‑safety awareness.
