Hungary: Leaked resolution shows accelerated payments before election

A non-public government resolution, number 2080/2026, reveals that the Orbán administration moved to accelerate the fulfillment of all legally committed financial obligations before the end of its term. While the Fidesz party maintained a confident stance regarding election victory during the campaign, internal documents indicate preparations for a government transition were already underway.

The resolution instructed ministers to ensure that all existing, covered financial commitments were completed without remainder. This strategy aimed to finalize payments to beneficiaries before a potential change in leadership, making it more difficult for a subsequent administration to reverse or reconsider these contracts. To facilitate this, a previous non-public resolution that restricted financial commitments was rescinded.

One cited example is the Mohács Danube bridge project. The total cost of the investment rose to 451 billion forints, and the contract was modified shortly before the election to increase the advance payment from 20 percent to 98 percent. According to Dávid Vitézy, Duna Aszfalt received a total of 155.8 billion forints, with 94 billion forints transferred in the days immediately preceding the election. Other projects, including the Galvani bridge and various railway developments, were also subject to similar logic.
