Hungary tightens construction permit rules for environmental violations
The Hungarian Parliament has passed amendments to construction laws that introduce stricter penalties for environmental and nature protection violations. Under the new regulations, if an environmental or nature protection authority initiates proceedings due to a violation, the relevant construction authority must suspend the permitting process until a final decision is reached.
If a violation is confirmed, new building or construction permits will be withheld until the non-compliant condition is rectified. This restriction must last for at least six months from the date the violation is finalized, though it can be extended if the issue remains unresolved.
These changes specifically impact priority investments, including large-scale housing projects under the Otthon Start program. While the Otthon Start status typically accelerates permitting for developments with at least 250 units, this new regulation ensures that such status does not exempt projects from environmental compliance requirements.
