Hungary to implement tobacco excise tax increases in November

Starting November 1, Hungary will implement a series of tobacco excise tax increases across various product categories. According to the National Tobacco Retail Supplier (ODBE) Ltd., the tax on cigarettes will rise by 9 percent, heated tobacco products by 25 percent, and fine-cut smoking tobacco by 26 percent.

These tax hikes are expected to result in retail price increases of approximately 5 percent for cigarettes and 10 percent for heated tobacco products, depending on how much manufacturers pass the costs to consumers. The Ministry of Finance has stated that the resulting 90 billion forint surplus will be allocated to expanding healthcare resources.

In anticipation of the changes, tobacco retailers reported a 7 percent increase in purchasing volume in September compared to historical forecasts. Retailers are currently stocking up on products with lower tax rates, though experts predict a decline in consumer demand following the implementation of the new prices.
