Hungary to tighten rules on private equity fund ownership
The Hungarian government is introducing legislation to tighten and clarify the identification of ultimate beneficial owners for closed-ended investment funds, including private equity and venture capital funds. Justice Minister Márta Görög stated that the move aims to make ownership structures more transparent, specifically targeting arrangements designed to obscure the identity of owners or the nature of ownership chains.
Historically, identifying the individuals behind large-scale funds has been difficult for the press due to complex ownership structures. The new proposal also seeks to increase transparency in public procurement and the use of public funds. It includes measures to expand the data required in the Central Information Data Register, ensuring information is machine-readable, searchable, and comparable. Additionally, the Integrity Authority may gain the power to initiate proceedings at the Public Procurement Arbitration Board, which could lead to the suspension of procurement processes.
