Hunter Valley Operations secures largest coal mine expansion in NSW

The New South Wales Independent Planning Commission (IPC) has approved the Hunter Valley Operations (HVO) Continuation Project, the largest coal mine expansion in the state's history. The project, a joint venture between Yancoal and Glencore, will allow for the extraction of 716 million tonnes of coal, extending operations at HVO North until 2045 and HVO South until 2042.

The IPC ruled that the economic benefits, including the preservation of approximately 1,500 jobs and ongoing tax revenue, outweigh the environmental impacts. However, the approval includes strict conditions to manage greenhouse gas emissions, which are estimated to reach 809 million tonnes. These conditions require HVO to maximize renewable energy use at the mine, purchase carbon offsets, and limit coal exports to jurisdictions with climate policies consistent with the Paris Agreement.

The decision has drawn sharp criticism from environmental groups. Representatives from Lock the Gate and the Nature Conservation Council described the approval as a “betrayal” and a major climate policy failure, arguing it undermines the state's ability to meet legislated emission reduction targets.
